It's surprising to reminisce on Zhongli's controversy considering he is, and has always been, the best shielder. The buff granted by HoYoverse leans to Zhongli's DPS, which isn't minded by most people. He did get a RES shred buff though (and he now summon Stone Steele when he uses Hold Skill), but even if he didn't, Zhongli sure will stay as the top-tier unit thanks to his unbreakable shield.

Mindlessly stack HP, and Zhongli is good to go! Of course, it’s best to give him 4-Tenacity of the Millelith for support or 4 DPS artifacts for better Burst DMG, but all in all, Zhongli requires low investment to do his job.
